– Understanding the Turf Reduction Act and Its Impact on HOAs –
Governor Gavin Newsom has enacted California Assembly Bill 1572, a significant legislation aimed at conserving water across the state. Starting in 2027 and culminating in 2031, this law will progressively eliminate the irrigation of nonfunctional turf grass in public spaces and within Homeowners’ Associations (HOAs). Specifically for HOAs, the complete removal of such turf must be achieved by January 1, 2029.
The law targets nonfunctional turf, commonly referred to as ornamental or decorative grass, prohibiting its irrigation with potable water—water that is safe for humans to drink. This measure is part of California’s broader strategy to address water scarcity issues and promote sustainable landscaping practices.
