After two decades of operating from a small counter inside City Hall, the Laguna Woods branch of the Orange County Public Libraries celebrated its grand opening on January 27, 2024. This milestone event marked the community’s transition to a dedicated 3,400-square-foot library building, offering state-of-the-art facilities and services.
A New Chapter Begins
Located just steps away from where it once shared space, the new Laguna Woods library now boasts the latest books, audio materials, advanced technology with seven computers, Wi-Fi access, and an activity room. Additional services such as curbside book delivery and access to Amazon books have also been introduced, alongside a spacious outdoor plaza for community gatherings.
Celebratory Opening
The grand opening was a vibrant affair attended by over 150 community members, ranging from seniors to families with young children. The event was graced by local dignitaries including Mayor Noel Hatch, Mayor Pro Tem Shari Horne, and various City Council members, as well as state and federal representatives like Assemblywoman Cottie Petrie-Norris and OC Supervisor Katrina Foley.
During the ribbon-cutting ceremony, which featured symbolic tying of three ropes to signify the partnership between Laguna Woods, Orange County, and the county library system, attendees enjoyed refreshments and explored the new facilities. The library’s modern design and comprehensive resources promise to make it a central hub for the community.
Community Support and Funding
The project, initiated around 2013, saw significant community support and funding contributions. While initial funds were procured through state budget allocations by former Assemblywoman Petrie-Norris, substantial financial support also came through the federal American Rescue Plan Act and the City of Laguna Woods General Fund. Contributions from local businesses, clubs, and individuals, totaling $50,000, were recognized on a Founders Wall, highlighting the community’s investment in their new library.
A Diverse Array of Services
According to Orange County Librarian Julie Quillman, the mission of the library system is to provide “open doors, free access and community.” This translates into a vast collection of 1.7 million items available to the public, aiming to cater to diverse interests and continuously expand services to meet patron needs.
Local Impact and Additional Benefits
Village resident Trisha Black commented on the efficient use of space and the range of services offered, while Village Librarian Eileen Ordway noted that the new county library complements the services of the Village Library, which continues to cater specifically to local residents with tailored collections and quicker access to reserved books.

The new library is envisioned as a vibrant community resource, poised to serve generations of Laguna Woods residents. Located at 24264 El Toro Rd, it is open weekdays from 9 a.m. to 5 p.m., inviting all to explore its offerings.
