Broadband Services Protest Letters

Laguna Woods Village manages its own broadband network, benefits from being part of the National Content and Technology Cooperative (NCTC). This partnership allows it to offer residents network programming (KNBC, KABC, CNN, FOX, etc.) at reduced rates.

However, a recent proposal by FCC Chairwoman Jessica Rosenworcel on March 5, 2024, seeks to end bulk billing arrangements for broadband in multitenant environments like apartments and condominiums. This change could significantly increase costs and degrade infrastructure quality for seniors and others on fixed incomes who rely on such cost-effective services. Historically, the FCC recognized the advantages of bulk billing in 2010, noting it generally offers lower costs, better infrastructure, and quicker internet access.

The proposal threatens to nearly triple Laguna Woods Village’s programming costs, which are already over $4.5 million this year. The FCC commissioners are now reviewing this potential ban.

Call to Action: Support Bulk Billing
Residents are encouraged to participate in a letter-writing campaign to urge lawmakers and FCC commissioners to preserve bulk billing. Form letters are available for download and can be sent to key representatives, including U.S. Congresswoman Young Kim, U.S. Senator Alex Padilla, and relevant subcommittees.
